The transition to a circular built environment is predominantly framed around material efficiency and technological innovation; leaving social, cultural and political dimensions largely unaddressed. Through cases from Rotterdam, Valparaíso, Nairobi, and Athens, it examines circular commons, adaptive reuse, and shared use as frameworks for more inclusive resource governance, suggesting that circularity may deliver more equitable and lasting outcomes when grounded in collective action and local knowledge.
